Pre-Mustafar, definitely. Post-Mustfar, no. Unless Vader caught Palpatine off-guard and assassinated him(which 1, he’s too loyal to do that, and 2, it’s the only factor that benefits him), he’s never going to be as or more powerful than Palpatine.
